Etihad adds AED 1m Daman medical cover for Abu Dhabi visitors through 31 December 2026

Etihad Airways and the Department of Culture and Tourism Abu Dhabi have added complimentary Daman emergency medical travel insurance to eligible international Etihad tickets for travel to or through Abu Dhabi between 1 July and 31 December 2026.

For UAE healthcare operators, the most exposed readers are clinic COOs, insurer-network teams and CFOs. Dubai remains the benchmark for medical tourism: Dubai Health Authority (DHA) data reported by WAM said Dubai received more than 691,000 health tourists in 2023, with healthcare spending above AED 1.03 billion. Abu Dhabi is now using airline distribution to reduce one point of patient friction before arrival.

What the Etihad policy covers

The policy is the Ziyarah - Etihad Inbound Emergency Health Insurance Plan, provided by The National Insurance Company - Daman PJSC, part of PureHealth. Etihad says the cover is automatic, with no separate form, and the ticket acts as the policy for eligible travellers. The full Etihad terms are published on its medical travel insurance page.

• Eligibility: tourists travelling between 1 July and 31 December 2026 on an Etihad-operated flight originating outside the UAE.
• Stay rule: a minimum UAE stay of 24 hours and maximum cover of 15 consecutive days from entry.
• Limit: aggregate cover of AED 1,000,000 per person for the coverage period.
• Exclusions: UAE nationals, GCC nationals, routine care, elective treatment, cosmetic procedures, and pre-existing or chronic conditions except immediate life-saving stabilisation.

The cover is restricted to emergency medical conditions inside the UAE. Daman terms say treatments, evacuation and repatriation must be coordinated through and pre-approved by Daman's authorised emergency medical assistance network. Unapproved self-referrals may be denied.

Why clinics and insurers should care

The operational issue is direct billing. The Etihad policy says treatment must be sought within Daman's Visitors Plan Network for direct billing. Abu Dhabi clinics regulated by the Department of Health Abu Dhabi (DOH) should confirm whether their facility, emergency pathway and billing desk are configured for this plan before front-desk teams tell tourists they are covered.

Dubai providers regulated by DHA should treat the programme as a competitive signal. A patient flying into Abu Dhabi for a stopover may still compare elective dermatology, dental, fertility, orthopaedic or rehab options across emirates. The Etihad cover will not pay for those elective services, so self-pay pricing, appointment speed and post-procedure coordination still decide the booking. Clinics that do not know their visible first-consult price should audit it against nearby licensed competitors rather than quote a generic medical tourism package.

For Northern Emirates operators regulated by the Ministry of Health and Prevention (MOHAP), the question is narrower. The policy is UAE-wide for emergency treatment, but direct billing depends on Daman's visitor network. A MOHAP-licensed clinic or hospital should verify network inclusion with Daman before accepting a tourist case as cashless.

What changes for patients and revenue teams

Patients gain emergency inpatient protection for the first 15 days, but they do not gain a blanket healthcare entitlement. The Etihad terms cover emergency inpatient and day treatment linked to hospital confinement, ground ambulance for covered emergencies, medical evacuation where needed, and repatriation of mortal remains up to AED 10,000. Routine outpatient care remains a self-pay or separate-insurance decision.

Revenue-cycle teams should update scripts by 1 July 2026 for three checks: Etihad-operated ticket, non-UAE point of origin, and Daman pre-approval route. If any one is missing, staff should quote self-pay terms and direct the patient to Daman for claim confirmation.

The next test is whether Abu Dhabi turns this into a referral channel for planned care after the emergency window ends. Clinics should track Etihad-origin tourist enquiries separately from resident demand through 31 December 2026.
