Etihad Airways and the Department of Culture and Tourism Abu Dhabi (DCT Abu Dhabi) have added complimentary medical travel insurance for eligible international visitors flying to or through Abu Dhabi on Etihad-operated flights from July to 31 December 2026.
The highest-stakes readers are clinic COOs, insurance finance teams and patient acquisition leads. Dubai providers regulated by the Dubai Health Authority (DHA) should watch the programme because it changes one part of the visitor journey before a patient reaches a clinic. Abu Dhabi providers regulated by the Department of Health Abu Dhabi (DOH Abu Dhabi) have the direct operational exposure. Providers in Sharjah, Ajman, Ras Al Khaimah, Fujairah and Umm Al Quwain remain under the Ministry of Health and Prevention (MOHAP), and should expect some insured visitors to seek care outside Abu Dhabi during UAE stays.
What the cover includes
Etihad said on 12 June 2026 that the cover is underwritten and administered by The National Insurance Company - Daman, part of PureHealth. It is automatic with every qualifying Etihad ticket. The traveller does not file a separate application.
Eligibility is narrow enough for front desks and revenue-cycle teams to check before treatment. The passenger must fly to Abu Dhabi on an Etihad-operated service. The point of origin and point of sale must both be outside the UAE. Travellers using Etihad's complimentary Stopover Programme are included for the duration of their Abu Dhabi stay, subject to the same terms.
- Coverage period: up to 15 days in the UAE.
- Policy limit: up to AED 1,000,000 per person for the full coverage period.
- Network rule: treatment must be through Daman's Visitors Plan Network for direct billing.
- Scope: emergency medical treatment within the UAE, subject to pre-approval and policy terms.
Etihad's insurance terms state that treatment, evacuation and repatriation must be coordinated through Daman's authorised emergency medical assistance network. Unapproved self-referrals may be denied. That point matters for clinics more than the headline does. A patient with an Etihad ticket may still become a cash-pay patient if the provider, service or pathway is outside the policy terms.
Giving comprehensive medical insurance with every eligible Etihad ticket means our guests can focus entirely on experiencing Abu Dhabi. - Antonoaldo Neves, Chief Executive Officer, Etihad Airways
Why clinics and insurers should care
For Dubai clinics, the commercial effect is indirect but real. Dubai remains the UAE's main private outpatient market for many visitors, and DHA-licensed providers compete for tourist, stopover and medical-wellness demand. A visitor arriving through Abu Dhabi with automatic Daman cover may ask a Dubai clinic whether the visit is covered. Reception teams need a short script: verify the Etihad ticket, confirm Daman network status, check whether the case is emergency or elective, then seek pre-approval before promising direct billing.
For Abu Dhabi clinics and hospitals, the operational issue is sharper. DOH Abu Dhabi providers in Daman's Visitors Plan Network may see more emergency presentations from tourists who would otherwise defer care or self-pay. The programme does not create open-ended coverage for dermatology, dental check-ups, elective imaging or routine consultations. It is an emergency medical travel policy.
For insurers, the programme is a distribution move. Daman receives the named underwriting and administration role for a six-month visitor segment tied to Etihad and DCT Abu Dhabi. Competing insurers should watch three measurable items before drawing conclusions: claims frequency per 1,000 covered passengers, average emergency claim value, and conversion of visitor cover into paid add-ons for longer stays or pre-existing conditions. Those numbers will decide whether the product is a marketing subsidy or a durable channel.
Limits patients will notice
The policy has exclusions that clinics should state before registration. Etihad's terms exclude pre-existing medical conditions or chronic illnesses, except where immediate life-saving stabilisation is required. Routine physical exams, elective treatment, cosmetic procedures, and most pregnancy or childbirth-related expenses are also outside the policy unless an unforeseen acute emergency applies.
That creates a pricing question for clinics. A tourist who books a dermatology consult, dental procedure, physiotherapy session or wellness package should still be treated as self-pay unless Daman confirms coverage. Instead of quoting generic market averages, operators should publish their own cash prices in AED and update them at least quarterly. A practical price sheet should show consultation fee, diagnostic fee, procedure fee, VAT treatment where applicable, and accepted insurer networks.
The next checkpoint is 31 December 2026. If Etihad, DCT Abu Dhabi and Daman renew or expand the programme, clinics will need front-office training, payer rules in the practice management system, and a clear escalation route for pre-approval. Patients comparing licensed providers can start with the UAE Open Healthcare Directory, which lists licensed clinics and healthcare providers across the Emirates.
