WHO gives PABS talks until May 2027, putting UAE labs on watch

WHO members have until May 2027, or a possible 2026 special session, to finish PABS rules before the pandemic accord can move to signature and ratification.

For UAE hospital groups, labs, distributors and health-tech vendors, the deadline is a compliance and procurement watch item. The Pathogen Access and Benefit Sharing (PABS) annex will set rules for access to pandemic pathogens and the benefits made from them, such as vaccines, diagnostics and therapeutics. The local operators most exposed are those regulated by the Dubai Health Authority (DHA), the Department of Health - Abu Dhabi (DOH) and the Ministry of Health and Prevention (MOHAP).

Negotiators add a 2027 deadline

The World Health Assembly decided on 19 May 2026 to continue PABS negotiations through the Intergovernmental Working Group (IGWG). WHO said member states will submit the outcome to the Eightieth World Health Assembly in May 2027, unless a dedicated special session is held in 2026.

The decision followed the resumed sixth IGWG meeting in Geneva, held from 27 April to 1 May 2026. WHO said the resumed session focused on the PABS system and that the work continues under Resolution WHA78.1, which created the IGWG after the pandemic agreement was adopted in May 2025.

"Real progress was made on the PABS annex," said Dr Tedros Adhanom Ghebreyesus, WHO Director-General.

The next negotiating window is fixed. The seventh IGWG meeting is scheduled for 6 to 17 July 2026, giving UAE operators a short period to review supplier contracts, laboratory reporting routes and outbreak playbooks before the next text round.

UAE operators have four exposure points

PABS is meant to link access to pathogens and genetic sequence information with access to medical countermeasures made from those materials. For UAE providers, the practical question is how global rules will be converted into local duties by DHA, DOH and MOHAP.

The first affected functions are likely to be:

• Laboratories that handle samples tied to emerging pathogens and report results to national or emirate systems.
• Procurement teams negotiating vaccine, diagnostic and therapeutic supply terms with multinational manufacturers.
• CIOs responsible for data exchange, traceability and integration with public health reporting systems.
• Medical directors setting escalation protocols during outbreaks and pandemic drills.

The commercial issue is timing. If the final annex changes the legal basis for sharing samples or accessing products derived from them, private hospital groups and lab networks may need revised supplier clauses before the next pandemic response. CFOs should track whether benefit-sharing rules affect price, allocation or delivery priority for UAE buyers.

What to monitor before July 2026

WHO has not published final PABS obligations. Ambassador Tovar da Silva Nunes of Brazil, an IGWG Bureau co-chair, said member states needed more time to finish the document. Matthew Harpur, another IGWG co-chair, said member states remained committed to completing the annex.

In the UAE, operational duties would have to come through DHA, DOH or MOHAP. That could mean updated rules for licensed laboratories, outbreak reporting, sample movement, data retention or public-private procurement during a health emergency.

The near-term takeaway is one date: Q3 2026. By then, UAE providers with laboratory services, infectious disease units or regional supply contracts should map which contracts and systems depend on pathogen sharing, diagnostic access and pandemic product allocation. The final annex may arrive in May 2027, but the teams that would implement it are already inside hospitals, labs and procurement offices.
