The WHO statement said the Member State-led Intergovernmental Negotiating Body will submit its outcome for World Health Assembly consideration, which means the 10 May 2024 update is still a draft-stage signal.

Why UAE operators should track it

For UAE hospital groups, the most direct watchpoint is the proposed pathogen access and benefits-sharing system, because WHO text could later shape sample-sharing rules, laboratory protocols, emergency procurement and government stockpile policy.

DHA regulates providers in Dubai, DOH regulates providers in Abu Dhabi and Al Ain, and MOHAP manages federal health policy and services in the Northern Emirates, so any UAE implementation would likely move through more than one regulator.

COOs should watch for future requirements on surge capacity, isolation pathways, laboratory feeds and infection-control drills. CFOs should test whether pandemic readiness becomes a recurring budget line for 2025. CIOs should check whether surveillance data, lab results and inventory signals can move quickly enough to public health authorities.

Budget and compliance markers

WHO said governments are still discussing financial coordination to expand pandemic preparedness and response capacity, making the financing section the clearest CFO issue before 27 May 2024.

If the wording survives, UAE providers may need to show readiness before the next crisis, with costs tied to staff training, stock rotation, testing platforms, infection-prevention supplies and interoperable reporting systems.

The number to remember is 17 days: if the Intergovernmental Negotiating Body submits text on 27 May 2024, UAE providers should name one executive owner, map likely effects by emirate and separate 2025 budget items from emergency spending.
