UAE event organisers are being squeezed by insurance costs that Arabian Gulf Business Insight described as “ridiculous”, and clinics that provide screenings, medics or branded health campaigns now have a direct compliance and margin problem.
The highest-stakes reader is the COO of a Dubai clinic, followed by the CFO and insurer relations lead. A higher event premium can push organisers to trim medical cover, ask clinics to absorb liability language, or delay signed contracts. Dubai comes first because event permits, ambulance cover and healthcare temporary permits sit across separate systems.
What changed for Dubai operators

The article sits outside healthcare, but the cost chain reaches clinics when organisers buy public liability, event cancellation, property damage and medical response cover for conferences, sports events, exhibitions and health awareness campaigns.
A useful benchmark comes from a 2022 ACE Gallagher note, which cited Abu Dhabi National Insurance Company analysis saying event cancellation insurance can often cost 1% to 1.5% of an event’s overall cost. CFOs should use that range for negotiations over cancellation risk and indemnities, then ask brokers for written UAE quotes before pricing the clinic’s role.
Dubai’s operating sequence is specific. The Dubai Department of Economy and Tourism says a permit is required for entertainment, sport, charity, religious or business events. The Dubai Corporation for Ambulance Services says event coverage requests must be submitted at least one business day before the event. The Dubai Health Authority (DHA) temporary permit service for active healthcare facilities covers health awareness, dental screening, school health awareness and sport event activities, with an average processing time of 2 working days.
Why clinics and insurers should care
For clinics, the immediate risk is contract creep. If an organiser’s insurance cost rises late, the organiser may ask a clinic to accept broader indemnity wording or provide evidence of professional indemnity, public liability and staff licensing faster than usual. COOs should treat any event booking as a regulated offsite service.
The finance point is narrower. A clinic offering free blood pressure checks, dental screening or dermatology consultations may see no direct revenue on the day. If the event contract transfers liability without a matching fee, the acquisition cost can turn negative before the first patient books a paid appointment.
- Ask for the organiser’s insurance certificate and policy exclusions before staff rosters are confirmed.
- Match every service offered onsite to the clinic’s active DHA, Department of Health Abu Dhabi (DOH) or Ministry of Health and Prevention (MOHAP) licence.
- Price clinician time, consumables, transport and permit administration separately from sponsorship fees.
- Confirm whether patient data collected at the event can enter the clinic’s CRM and EHR under the consent wording.
Insurers have a different exposure. Daman and Thiqa are relevant for Abu Dhabi patient networks and member access, while Sukoon is a UAE insurer active in health and general insurance. Clinics should not assume that a patient’s health policy covers event-related care, screening, transport or follow-up outside network rules.
Abu Dhabi and northern emirates watchpoints
In Abu Dhabi, the relevant regulator is DOH Abu Dhabi. DOH’s emergency medical services and ambulance operations standard lists a June 2026 revision date and a one-year revision period, which gives ambulance providers and event medical contractors a live compliance document to check before mass-gathering work. Clinics in Al Ain face the same DOH licensing perimeter as Abu Dhabi city.
In Sharjah, Ajman, Ras Al Khaimah, Fujairah and Umm Al Quwain, the relevant health regulator is MOHAP. MOHAP’s medical facilities directory remains the practical starting point for checking whether a provider is licensed before it is listed on an event medical plan. Organisers may manage entertainment permits locally, but clinical activity still needs a licensed healthcare provider and named accountable staff.
Patients should see a cleaner distinction. Event insurance protects organisers against third-party claims and cancellation losses. Health insurance pays for covered clinical care under a policy schedule. A screening booth at a Dubai conference does not mean follow-up consultations, diagnostics or medication are covered by Daman, Thiqa, Sukoon or any other payer.
The next move for clinic operators is procedural. Build a two-page event checklist covering regulator permit, insurer approval, staff licence, data consent, ambulance pathway and contract liability. Use it before accepting any activation after 8 September 2026.
