Rhode Island suspended massage therapist Nicholas Pasquarelli after a 17 July 2026 allegation of inappropriate touching and a missing informed-consent record, a case that UAE clinics should read as a patient-safety and documentation risk.
The highest-value readers are COOs, medical directors and CFOs. In Dubai, the issue is whether every manual therapy, sports massage, physiotherapy-adjacent treatment and Traditional, Complementary and Alternative Medicine service can show the Dubai Health Authority (DHA) that the practitioner was licensed, the patient consented, and the clinic had a complaint trail. Abu Dhabi operators face the Department of Health Abu Dhabi (DOH). Clinics in Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah face the Ministry of Health and Prevention (MOHAP).
What happened in Rhode Island
Patch reported on 26 August 2026 that the Rhode Island Department of Health issued a summary suspension of Pasquarelli's massage therapist licence while it investigates. Patch said Pasquarelli had held a Rhode Island massage therapist licence since 10 March 2016.
"allegedly touched [a patient] inappropriately"
Rhode Island Department of Health findings, as reported by Patch
The Rhode Island order also cited a second operational point: Pasquarelli allegedly did not record obtaining informed consent for the treatment. That detail matters more for UAE operators than the geography of the case. A single complaint can become a licensing, malpractice, HR and payer-file problem when the clinical note cannot show what was explained, accepted and refused.
Why UAE clinics should care
DHA's Manual for Licensing Healthcare Professionals, issued on 18 July 2025, gives Dubai providers a consolidated licensing route for healthcare professionals through the Health Regulation Sector. DOH's Professional Qualification Requirement is the base document for assessing professional education, experience and licensure in Abu Dhabi. MOHAP's health professional licensing service covers medical facilities applying for professional licensing or re-licensing in the northern emirates.
For CFOs, the financial exposure starts with ordinary visits. Zavis pricing data for physiotherapy sessions shows a UAE range of AED 150 to AED 800, with Dubai around AED 450 and Abu Dhabi around AED 400 as of March 2026. A disputed course of six sessions can move from a modest claim to a refund, insurer audit, complaint response and staff-suspension cost. Daman and Sukoon claims teams may ask for the same evidence a regulator wants: practitioner eligibility, treatment indication, consent and session notes.
Patients have a simpler test. If a treatment involves physical contact, the provider should explain the treatment area, technique, expected benefit, material risks and the patient's right to stop. Dubai Health's patient rights page, updated on 13 May 2026, states that patients provide written general consent at registration and informed consent before treatment, surgery, anaesthesia, transfusion or other procedures. Clinics should treat manual therapy consent as a live process, then document it in the file.
Operational checks for the next 30 days
Clinic managers should use the Rhode Island case as a narrow audit. The target is the file, the room and the roster. Four checks are practical within 30 days:
- Match every massage, physiotherapy and TCAM practitioner to an active DHA, DOH or MOHAP licence before booking.
- Add a same-day consent field for manual therapy sessions, with treatment area, chaperone offer and patient refusal or acceptance.
- Require session notes within 24 hours, including any patient discomfort, early stop or change in technique.
- Test the complaint pathway with one mock case, including who informs the regulator, insurer and malpractice carrier.
Medical directors should also separate wellness marketing from clinical practice. A sports massage sold inside a licensed clinic may still sit inside a healthcare record, especially when linked to pain, mobility, rehabilitation or post-operative care. HR heads should check that contractors and visiting practitioners receive the same boundary training as full-time staff.
The commercial implication is direct. Clinics that cannot prove consent and licensure carry higher regulatory and payer risk than peers selling the same AED 300 to AED 500 session with a cleaner record. Patients and insurers should verify licensed providers before treatment. The UAE Open Healthcare Directory lists licensed clinics and providers across all seven emirates at zavis.ai/directory.
