DHA September flu guidance: 4 checks for UAE clinics as Florida season starts

It is early enough for UAE clinics and patients to act: the Naples Daily News reported that Florida’s flu season starts this week, while Dubai’s regulator has already put 1 September 2026 guidance in front of licensed facilities.

The affected readers are clinic COOs, insurer finance teams and medical directors. For Dubai providers, the relevant regulator is the Dubai Health Authority (DHA). For Abu Dhabi and Al Ain, it is the Department of Health Abu Dhabi (DOH) through the Abu Dhabi Public Health Centre. For Sharjah, Ajman, Ras Al Khaimah, Fujairah and Umm Al Quwain, the national reference is the Ministry of Health and Prevention (MOHAP).

What Florida signals for Dubai

The Florida story matters because influenza demand can arrive before clinics have finished vaccine stock, claims coding and staff scheduling. DHA published circular CIR-2026-00000157 on 1 September 2026, addressed to all health professionals and health facilities under DHA jurisdiction, about raising awareness of seasonal influenza vaccination in Dubai.

DHA’s immunisation guideline says annual influenza vaccination is recommended for all persons aged 6 months and older without contraindications, and should ideally be offered during September or October. That timeframe gives Dubai clinics a practical deadline for call-centre scripts, school campaigns, employer clinics and pharmacy coordination before winter respiratory traffic rises.

For emergency departments and urgent care units, the operational issue is triage pressure. Influenza patients with fever, cough and chronic disease can fill same-day slots, increase testing demand and raise isolation needs. Clinics should avoid treating flu vaccination as a marketing campaign only. It is also a winter-capacity control measure.

Abu Dhabi has moved earlier

Abu Dhabi Public Health Centre (ADPHC) said on 18 September 2026 that it had begun preparations for the 2026-2027 seasonal flu period earlier this year. ADPHC said more than 350,000 people in Abu Dhabi received a flu vaccine during the 2025-2026 season, through more than 130 healthcare facilities and 11 pharmacies, as well as schools, malls, workplaces, embassies and worker accommodation.

ADPHC also said the nasal spray flu vaccine is being offered for suitable groups for the first time as part of the seasonal campaign. What clinics and insurers should check now

The price and coverage question has direct P&L impact. In Dubai, DHA’s insurance circular GC 04 2024 states that payers and TPAs must approve influenza vaccination claims at a maximum of AED 55, inside or outside the approved network. In Abu Dhabi, ADPHC says the seasonal flu vaccine is now free and widely available in the emirate, but providers should confirm whether the patient is using a government channel, a Daman-administered plan, Thiqa, or a commercial policy.

• Check whether the patient is aged 6 months or older and has no documented contraindication.
• Verify payer rules for vaccination claims, including the AED 55 Dubai reimbursement ceiling.
• Prepare separate flows for pregnant patients, older adults, chronic disease patients and healthcare workers.

Sukoon and other UAE commercial insurers may treat preventive vaccines differently by plan. Clinics should check the member’s policy schedule or payer portal before promising free vaccination. Patients should ask whether the price includes the vaccine only, a consultation fee, VAT where applicable, and any administration charge.

For the northern emirates, MOHAP’s national seasonal flu awareness campaign lists a start date of 1 September 2026. Providers licensed outside Dubai and Abu Dhabi should use MOHAP and Emirates Health Services channels for current eligibility, public-facility access and booking instructions.

The practical close is simple. Dubai clinics should treat late September as live flu season preparation, not advance planning. Abu Dhabi providers already have campaign infrastructure in market. Insurers should audit claims rules before member demand rises.
