Dubai licence calculator adds 5% rent line: what clinic founders still owe DHA
Dubai’s calculator helps founders model DET licence fees. Clinic operators still need a separate DHA cost plan before opening.

The practical change for Dubai clinic founders is narrow: the Invest in Dubai calculator can estimate the business licence bill before incorporation, but the healthcare approval path still runs through the Dubai Health Authority (DHA).
For a clinic owner, CFO or COO, that means the calculator is useful for the first budget line. It is a weak proxy for the full opening cost. A healthcare facility also needs DHA initial approval, facility activation, inspection, licensed professionals, premises compliance and, where relevant, health information exchange readiness.
What the calculator changes
The Gulf News report points operators to the free Business Cost Calculator on Invest in Dubai, the portal operated by the Dubai Department of Economy and Tourism (DET). The tool asks for the business activity, owner type, legal structure and location. Where a physical office is required, 5% of annual rent is factored into the business licence fee.
That matters because rent assumptions move the licence estimate before the clinic has treated one patient. Gulf News gives a non-healthcare example: annual office rent of about AED 140,000 in Business Bay produced an estimated licence cost of about AED 15,000. A clinic should run its own activity code through the official calculator, then test at least two rent cases before signing heads of terms.
- DET licence estimate: use Invest in Dubai for the mainland business licence and activity selection.
- DHA facility approval: use the DHA Sheryan new facility licence service for healthcare-specific approval.
- Activation and inspection: use the DHA facility activation service once the premises and documents are ready.
- Market check: use the UAE Open Healthcare Directory to compare licensed providers by emirate and regulator.
What it does not price
The calculator does not settle the healthcare regulator’s bill. DHA’s published Sheryan schedule lists initial approval fees from AED 500 to AED 2,000, depending on facility category. For facility activation, DHA lists one-year facility licence fees in several bands, including AED 2,500, AED 5,000, AED 20,000, AED 30,000 and AED 40,000. Inspection fees shown on the same DHA service page include AED 1,000, AED 2,000, AED 3,000 and AED 4,000.
The operator’s spreadsheet should separate commercial incorporation from healthcare readiness. The first bucket is trade name, legal form, DET licence, rent-linked fees and chamber membership where applicable. The second bucket is DHA application fees, fit-out, inspection, equipment, biomedical waste contracts, professional licensing, malpractice cover, revenue-cycle setup and electronic medical record work.
A CFO should treat the calculator output as an annual licence estimate, since Gulf News states the generated licence cost covers one year and is payable again at renewal subject to the applicable fee schedule. A COO should use it earlier, before site selection, because the 5% rent line turns a cheaper compliant unit into a recurring licensing advantage.
How Dubai differs from Abu Dhabi and the northern emirates
The tool is Dubai-specific. A founder testing clinics in Abu Dhabi, Al Ain or Al Dhafra should plan around the Department of Health Abu Dhabi (DOH), then verify business registration costs through the relevant economic department or free zone. A founder looking at Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah or Fujairah should model healthcare licensing with the Ministry of Health and Prevention (MOHAP).
Zavis’ own data-source page describes the UAE’s three-register split: DHA licenses Dubai facilities, DOH licenses Abu Dhabi emirate facilities, and MOHAP licenses the five northern emirates. The same business plan can therefore carry three different regulatory routes inside one country.
The immediate action is simple. Before paying for incorporation, Dubai clinic founders should run the DET calculator, pull the relevant DHA Sheryan fee page for their facility category, and add a rent sensitivity table at 5% of annual lease cost. Before choosing the site, they should benchmark nearby licensed clinics and providers in the UAE Open Healthcare Directory.
