The rule change for Dubai clinics is practical: a Dubai Health Authority (DHA) campaign permit may still cost AED 0, but venues and event permit authorities can require separate public liability insurance before a clinic runs an off-site activation.

What changes in Dubai
DHA's Sheryan service for a temporary campaign permit covers healthcare activity. DHA says it applies to active licensed healthcare facilities requesting temporary permits for health awareness, dental screening, school health awareness and sport event activity. DHA lists an average processing time of 2 working days and an approximate cost of AED 0 for the service on its Sheryan service page.
That DHA permit does not replace event permission. Dubai's Department of Economy and Tourism (DET) says an event permit is required for a venue or organiser that wants to organise entertainment, sport, charity, religious or business events, with applications submitted through the e-Permit portal. A clinic speaking at a business conference, running a sponsored wellness booth, or joining a public sports event should treat DET or venue approval as a separate workstream.
In TECOM free-zone areas, the Dubai Development Authority (DDA) publishes a 3 working day delivery estimate for event permits. DDA lists fees of AED 500 for non-commercial event permits and AED 5,000 for commercial event permits, plus AED 1,000 structural fees where applicable and AED 10 each for Knowledge Dirham and Innovation Dirham on its event permit page.
What to budget before approving the campaign

For clinics, the first question is whether an existing public liability policy covers off-site activity. The second is whether the venue, mall, hotel, free zone or event organiser requires its own certificate, higher limit, or an endorsement naming it as an additional insured.
Indicative UAE broker pricing gives a useful floor. eSanad, a UAE insurance broker licensed by the Central Bank of the UAE (CBUAE), lists public liability pricing from AED 3,200 per year for a medical clinic with a AED 5 million limit, and from AED 6,500 per event for an event organiser with a AED 25 million limit. The CBUAE is the relevant insurance regulator. Its licensing page states that it registers UAE insurance companies and licenses foreign insurance companies to practise in the UAE. Clinic operators should ask the broker for its CBUAE licence number and the insurer's UAE authorisation before paying a premium.
Abu Dhabi and the northern emirates
The same split applies outside Dubai. In Abu Dhabi and Al Ain, healthcare activity sits with the Department of Health Abu Dhabi (DOH), while event permissions can involve the venue, municipality, free zone or tourism authority depending on the location and audience. DOH's public site reports more than 770 clinics, 65 hospitals and 950 pharmacies operating in the emirate, so off-site campaigns are now a mainstream operating issue rather than a marketing side project.
In Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah, healthcare licensing is generally under the Ministry of Health and Prevention (MOHAP). The clinic should check the MOHAP facility licence position first, then obtain the event or venue requirement from the local authority. Do not assume a Dubai approval or Dubai insurance certificate will satisfy another emirate's venue.
The plain answer is this: the healthcare permit approves the clinical activity, while the event permit and insurance certificate approve the risk around the place, crowd and third parties.
