DHA, GDRFA Dubai plan 3-system smart visa for medical tourists

Dubai Health Authority (DHA) and GDRFA Dubai signed a 2 June 2026 agreement to build a smart medical visa that connects healthcare providers, residency services and insurance checks for overseas patients.

For Dubai hospital operators, the near-term issue is practical: who owns sponsorship, how fast intake teams can confirm eligibility, and whether insurance checks move earlier in the booking process.

What changes for operators

The agreement was signed by Lt-Gen Mohammed Ahmed Al Marri, Director General of GDRFA Dubai, and Dr Alawi Sheikh Ali, Director General of DHA, according to Khaleej Times. It covers 3 operational layers: medical visa procedures, health tourism services and health insurance integration.

DHA and GDRFA Dubai said the agreement is meant to link visa, residency and healthcare services before patients arrive, during treatment and after follow-up care. That makes the project more than a visa form change for hospitals in the Dubai Health Experience (DXH) network.

DXH was launched by DHA in April 2016 to market Dubai care, recovery and wellness packages. Providers outside Dubai remain under different regulators: Department of Health-Abu Dhabi (DOH) in Abu Dhabi and Al Ain, and Ministry of Health and Prevention (MOHAP) across the Northern Emirates.

Visa mechanics and cost exposure

GDRFA Dubai already gives operators a compliance baseline for medical treatment visas. A foreign patient may receive a 90-day or 180-day treatment visit visa, for single or multiple entries, if the sponsor or host is a UAE-licensed health facility, according to GDRFA Dubai.

• AED 200: GDRFA fee for a 90-day single-entry medical visa.
• AED 500: GDRFA fee for a 180-day single-entry medical visa.
• AED 1,000: security deposit for a single-entry medical visa.
• 48 hours: stated expected completion time for the service.

The documentation burden is narrow but material. GDRFA Dubai lists 3 requirements: one personal photo, a passport copy with at least 6 months validity and a medical report. The terms also require an approved medical report, a host letter explaining the visit and medical insurance.

For CFOs at Dubai hospitals, the 2 June 2026 agreement makes medical tourism a revenue-cycle issue as well as an immigration workflow. If insurance verification moves closer to visa processing, hospitals that rely on manual pre-authorisation may face more rework before deposits and package prices are confirmed.

Why patient acquisition changes

Dubai has a large base to defend. DHA reported 691,478 medical tourists in 2023, with healthcare expenditure above AED 1.034 billion, compared with 674,000 medical tourists and AED 992 million in 2022, according to the Dubai Health Authority.

The smart visa matters because conversion in medical tourism is often lost across handoffs between a call centre, clinician, insurer, hotel desk and immigration channel. A DXH provider that can show visa status, clinical acceptance, insurance position and recovery plan in one patient file will have an edge in high-value specialties such as orthopaedics, fertility, dentistry, dermatology and cosmetic surgery.

The concrete takeaway for executives is the absence of a go-live checklist. DHA and GDRFA Dubai have announced the framework, but no public technical standard, launch date or DXH provider integration checklist had been issued as of 15 June 2026. Operators should map current medical-tourist intake steps now, assign ownership across front office, revenue cycle and IT, and watch for DHA circulars that define data fields, insurance checks and provider obligations.
