Abu Dhabi and northern emirates need payer checks
In Abu Dhabi and Al Ain, the regulator is the Department of Health Abu Dhabi (DOH), with public-health work led by Abu Dhabi Public Health Centre (ADPHC). DOH's pharmacy-services page, last updated on 28 September 2026, says Covid-19 vaccine service in selected pharmacies is free of charge, PCR tests cost AED 40, and the listed Covid-19 pharmacy vaccine is Sinopharm for people aged 18 and above.
DOH also says seasonal influenza vaccination is available in selected Abu Dhabi pharmacies. It lists eligibility for all individuals over 18 and says the influenza vaccine is free for Thiqa health insurance holders and non-Thiqa holders at high risk of infection. That matters for finance teams because a vaccine encounter can become a rejected claim if eligibility is checked after the visit.
For Sharjah, Ajman, Ras Al Khaimah, Fujairah and Umm Al Quwain, the relevant federal regulator is the Ministry of Health and Prevention (MOHAP). MOHAP launched the 2026-2027 awareness campaign on influenza and seasonal respiratory diseases in September 2026 with Emirates Health Services, DOH, ADPHC, DHA, Dubai Health and Sharjah Health Authority. It cites recommendations for one RSV vaccine dose for adults aged 75 and above, adults aged 50 and above with high-risk conditions, maternal vaccination in weeks 32 to 36 of pregnancy, and monoclonal-antibody protection for eligible infants.
UAE providers should avoid turning that into a blanket retail promise. Public DHA, DOH and MOHAP seasonal pages give clear operating signals on influenza and Covid-19 access. They do not provide a simple public UAE-wide RSV price list for walk-in adults. Medical directors should ask pharmacy and procurement teams which RSV products are registered, which patient groups are eligible under local guidance, and whether the payer requires pre-approval.
For insurers, the risk is leakage through emergency departments. A flu shot priced at AED 50 is a low-cost preventive intervention when compared with an avoidable urgent-care or emergency visit. For clinics, the risk is workflow failure: vaccine stock, consent, coding, isolation and escalation criteria need to be visible to reception staff, nurses and duty physicians.
Patients should be told what to do in concrete terms. Book flu vaccination through DHA, DOH, MOHAP, EHS or a licensed private provider. Ask the clinic whether the visit is cash-pay or covered by the insurer.
