A contaminated food or health product recall in Dubai starts with one operational act: identify the affected batch and stop its sale before the next patient or customer receives it.
The highest-stakes reader is the COO of a pharmacy, clinic, hospital retail unit, supermarket pharmacy counter or food-service operator attached to a healthcare facility. The pharmacy lead must protect patients and records. The CFO must understand the penalty and write-off risk. In Dubai, food recalls sit mainly with Dubai Municipality, while medical and pharmaceutical product recalls are now tied to the Emirates Drug Establishment (EDE), the federal body established on 29 September 2023 to regulate medical and pharmaceutical products. Dubai Health Authority (DHA) still matters for Dubai licensed healthcare facilities because DHA circulars tell private facilities and practitioners to follow recall instructions. In Abu Dhabi and Al Ain, Department of Health Abu Dhabi (DOH) recall policy applies to licensed healthcare providers and payers. The first 24 hours
The first check is the product identity, not the brand name. A recall notice normally names a product, pack size, batch or lot number, manufacturer, distributor and reason. DHA’s 29 January 2025 Zithromax circular, for example, referred to recall lots of Zithromax 250mg and was addressed to all health facilities and healthcare practitioners in Dubai’s private health sector. It also stated that DHA was notifying facilities about MOHAP circulars for adherence.
For food, Dubai Municipality says its Food Safety Department covers imported food safety, food activities and products, and investigation of food-borne illnesses. It also said affected batches had been held in company and distributor warehouses while remaining quantities were being withdrawn from points of sale, including online stores.
In Abu Dhabi, DOH’s 2023 Policy for Quarantine and Recall of Medical Products applies to DOH licensed healthcare providers, dental providers, authorised payers and applicable insurance schemes. That is why a hospital pharmacy in Abu Dhabi has a payer-facing task as well as a stock task. Where a recalled medicine has already been dispensed under Daman, Thiqa or another covered plan, the facility should preserve claim references and replacement-dispensing records. The cost is in penalties and proof
The visible cost is the stock write-off. The larger risk is failure to prove control. Federal Law No. 10 of 2015 concerning food safety provides the national base for unsafe food offences. Published UAE Government guidance states that misleading consumers by false food descriptions or incorrect labels can attract fines of AED 10,000 to AED 100,000. Legal summaries of the same law report higher exposure for trading adulterated, harmful or spoiled food, including imprisonment and fines of AED 100,000 to AED 2 million. Operators should verify the exact article and penalty with counsel or the official legislation portal before making a board-level provision.
There is no single UAE tariff for the operational cost of a recall because the bill depends on warehouse volume, chilled-chain handling, refunds, lab testing and patient follow-up. A practical budget model should separate four lines: inventory value at cost, reverse logistics, communications and clinical substitution. For high-volume pharmacies, the most useful number is the percentage of recalled units traced within 48 hours. Anything below 100% means the team cannot show complete control.
