UAE GLP-1 obesity care now hinges on 10,000-step compliance, Burjeel CMO says

GLP-1 weight-loss medicines such as Mounjaro and Wegovy should be prescribed with structured lifestyle change, Dr Mohammad Fityan, group chief medical officer at Burjeel Holdings, told the Dubai International Pharma and Technologies conference on 26 August 2026.

The immediate audience is clinic operators, insurers and medical directors. Dubai providers licensed by the Dubai Health Authority (DHA) need obesity programmes that combine prescribing, dietetics, physical activity review and follow-up. Abu Dhabi and Al Ain providers report to the Department of Health Abu Dhabi (DOH). Northern Emirates providers come under the Ministry of Health and Prevention (MOHAP).

Why reimbursement is moving beyond the prescription

Dr Fityan said medication should cover only part of the treatment plan. The commercial point is direct. If payers require proof of adherence, clinics will need workflow, consent and data capture before a patient starts therapy.

The National reported that some insurers are linking reimbursement to patients meeting daily physical activity targets, including 10,000 steps per day, with activity data connected to the clinic’s electronic medical record. That changes obesity care from a pharmacy transaction into a monitored chronic-care pathway.

For CFOs, the exposure is prior authorisation, rejected claims and patient churn. For COOs, the task is to define who records weight, waist measures, adverse effects, dose changes, nutrition attendance and activity data. For medical directors, the liability question is whether a GLP-1 was prescribed without a documented lifestyle plan.

What clinics should build into GLP-1 pathways

The practical eligibility rule used in international obesity labels is BMI 30 or above, or BMI 27 or above with at least one weight-related condition such as type 2 diabetes, hypertension or dyslipidaemia. UAE clinicians should confirm each product’s local approved indication and contraindications through the Emirates Drug Establishment registration and the current product leaflet before prescribing.

• Timeframe: Patients usually need review over months, with dose escalation, side-effect checks and nutrition follow-up rather than a single consultation.
• Documentation: Record BMI, comorbidities, baseline labs where clinically required, medication history, pregnancy status where relevant, adverse events and lifestyle targets.
• Referral: Build a direct handoff to licensed clinical dietetics and nutrition providers, especially for patients with diabetes, renal disease, eating-disorder risk or bariatric history.

Published UAE retail prices vary by dose, pharmacy stock and clinical support package. Operators should treat public prices as market checks, then verify actual patient cost through the pharmacy, insurer formulary and pre-approval channel. Daman, Thiqa and Sukoon members should check plan documents and pre-authorisation rules before assuming weight-loss use is covered.

The UAE obesity economics are material

The UAE policy context is larger than individual weight loss. The National cited a Whiteshield and Eli Lilly analysis estimating that moving 1.2 million people in the UAE out of obesity could add 6.8 healthy life years and free up $1.5 billion in health expenditure linked to diabetes, cardiovascular disease and cancer.

The Emirates Drug Establishment approved Foundayo (orforglipron) on 3 April 2026. It also approved oral Wegovy (semaglutide) on 1 June 2026. That puts UAE providers early in a global shift toward obesity medicines that can be prescribed in primary care, endocrinology, cardiology and specialist weight-management clinics.

The risk is uneven implementation. A clinic that sells injections or tablets without dietetic support may win short-term demand but lose insurer confidence. A clinic that builds a measurable programme can defend medical necessity, retain patients longer and produce cleaner outcome data for payer negotiations.

Patients should start with a licensed physician and ask whether the plan includes nutrition review, activity targets, side-effect monitoring and an exit or maintenance strategy.
