Department of Health Western Visayas Center for Health Development (DOH WV CHD) has opened a free mall-based Wellness Clinic at SM City Iloilo, a model UAE clinics should read as a primary-care access test rather than a Philippine local-interest story.
The readers with most at stake are COOs, CFOs and CIOs. For Dubai clinic operators, the question is whether a light, high-footfall clinic can shift insured patients into earlier GP, screening and vaccination encounters without breaching Dubai Health Authority (DHA) licensing, claims and health-data rules. For insurers, including Daman, Thiqa and Sukoon where plan networks apply, the question is whether low-acuity encounters can reduce avoidable specialist and emergency use.
What happened in Iloilo
The Iloilo clinic was launched on 26 August 2026 and is located on the ground floor of SM City Iloilo in Mandurriao district, according to the Daily Guardian report. The clinic operates 8am to 7pm, Monday to Friday, and provides non-urgent ambulatory and preventive care.
Its services include family planning, HIV awareness, testing, counselling, immunisation, hypertension and diabetes screening, antenatal care, oral-health assessment, deworming, tuberculosis consultation and selected cancer screening. DOH WV CHD expects about 600 patients a month. The clinic recorded 128 clients in August, after opening late in the month.
"The mall setting allows the DOH to reach more people by bringing health services closer to the public, particularly in a high-traffic location where many people regularly converge," said Dr. Mary Pauline A.C. Gestosani, OIC-Assistant Regional Director, DOH WV CHD.
The staffing model is narrow. The report says the current team has one physician, one nurse, one midwife, one medical technologist and one assistant. DOH WV CHD is considering a second team and weekend operations, partly to keep contract staff within the 40-hour workweek.
Why Dubai operators should care
Dubai already has the commercial ingredients for a similar model: dense malls, employer-funded insurance and a large expatriate population that often delays routine care. The constraint is regulatory execution. Any clinic in mainland Dubai must be licensed by DHA; Abu Dhabi and Al Ain sit under the Department of Health Abu Dhabi (DOH Abu Dhabi); Sharjah, Ajman, Ras Al Khaimah, Fujairah and Umm Al Quwain sit under the Ministry of Health and Prevention (MOHAP).
The P&L case depends on moving patients into lower-cost settings. Zavis pricing data for March 2026 puts a typical GP consultation in Dubai at AED 250, with a range of AED 150 to AED 500. In Abu Dhabi, the typical GP consultation is AED 220, with a range of AED 120 to AED 450. A mall clinic that captures vaccinations, chronic-disease screening and minor acute cases can protect specialist capacity.
- COO action: map the proposed service list to the correct DHA, DOH Abu Dhabi or MOHAP facility activity before signing a mall lease.
- CFO action: model a GP-led visit at AED 150 to AED 500 against the plan's specialist and emergency-visit utilisation.
- CIO action: confirm that the EMR can connect to the relevant health information exchange before launch.
- CMO action: treat the mall site as a conversion channel for family medicine, vaccination and chronic-care follow-up.
The UAE compliance question
Dubai operators cannot treat a mall clinic as a pop-up counter. DHA outpatient facility standards require licensed facilities that provide outpatient services to comply with UAE laws, Dubai regulations and DHA licensure procedures. A new activity also requires approval through DHA's Health Regulation Sector before it is offered.
Data integration is another cost line. DHA's NABIDH platform had unified more than 9.47 million patient records and connected more than 1,300 healthcare facilities by 4 November 2024, according to Emirates News Agency. Abu Dhabi uses Malaffi. MOHAP uses Riayati, whose connected EMR list was updated on 10 July 2026.
The insurer impact is practical. Daman and Thiqa are most relevant in Abu Dhabi, while Sukoon and other commercial insurers depend on employer plan design and network contracts. Operators should check whether the site is in-network, whether screening codes are payable, and whether referrals from that location satisfy the plan's gatekeeping rules.
The Iloilo case gives UAE providers a clear test: put preventive and low-acuity care where patients already are, then measure whether it changes claims flow. Before booking or benchmarking competitors, readers should check licensed hospitals, clinics and providers through the UAE Open Healthcare Directory, which lists 12,386+ licensed providers across all seven emirates using official healthcare licensing data.
