998 and AED 150,000 cover: what Pogačar’s crash means for Dubai cyclists

A crash with a possible head, neck or spine injury in Dubai should be treated as a 998 ambulance case, because the first decision is where the patient is immobilised, triaged and admitted, rather than which hospital is closest.

The hospital image shared by Tadej Pogačar after his Vuelta crash reported by Gulf News is useful for UAE patients for one reason. It shows the difference between a bruising fall and a trauma pathway. In Dubai, that pathway sits under Dubai Health Authority (DHA) regulation, with ambulance access through the national 998 number listed by the UAE Government portal.

What Dubai patients should do in the first 30 minutes

For road cyclists, e-scooter users and runners hit by vehicles, the practical rule is simple. Call 998 if there is loss of consciousness, vomiting, confusion, neck pain, weakness, severe shoulder pain, visible deformity, heavy bleeding, or a crash at speed. A friend should keep the patient still, note the location, and avoid removing a helmet unless breathing is blocked.

Dubai Corporation for Ambulance Services lists 998 for emergencies and 04 292 2999 for non-emergency calls on its contact page. The dispatcher will decide the ambulance response and destination. That matters because a suspected spine injury may need a hospital emergency department with CT, MRI, neurosurgery, orthopaedics and intensive care access.

• Carry an Emirates ID, insurance card and emergency contact on every ride.
• Ask the hospital for the triage category, provisional diagnosis and planned imaging.
• Before admission, ask whether the facility is in-network and whether insurer pre-authorisation is required.
• For children, pregnant patients or anticoagulant users, disclose the risk at triage.

The bill can move quickly after triage

Emergency care in Dubai is not a blank cheque for insured or uninsured patients. Dubai Health says on its patient FAQ, updated 26 March 2026, that emergency services are not free and coverage depends on the insurance plan, including co-pays, deductibles and exclusions.

For a self-pay patient, a private clinic consultation in Dubai commonly starts in the low hundreds of dirhams, while hospital emergency care can rise once imaging, specialist review, observation or surgery is added. Published private diagnostic prices vary by facility. One Dubai radiology provider lists brain MRI pricing above AED 3,000 without contrast, while lower promotional MRI prices exist in outpatient settings. Patients should ask for a written estimate after stabilisation, then compare it with the insurer’s schedule of benefits.

The number to check on a Dubai policy is the annual limit. Essential-benefit-style plans commonly cite a maximum annual cover of AED 150,000, with network limits and co-insurance rules. A collarbone fracture, concussion monitoring and cervical spine imaging can consume a meaningful share of that limit if the patient is admitted or referred for surgery.

Abu Dhabi and northern emirates differ at the back end

The first emergency step is similar across the UAE: call 998. The regulator changes after that. Department of Health Abu Dhabi (DOH Abu Dhabi) regulates Abu Dhabi and Al Ain facilities. Ministry of Health and Prevention (MOHAP) and Emirates Health Services cover much of the northern emirates public network.

Insurance rules can differ by emirate and sponsor. Daman says its Abu Dhabi Basic Plan covers hospital stays, treatments and medicines within Abu Dhabi, with emergency services in the rest of the UAE. Thiqa, managed by Daman since 2008, is for UAE nationals and eligible similar-status members in Abu Dhabi, according to the Thiqa programme page. A Dubai resident treated in Abu Dhabi, or an Abu Dhabi resident treated in Dubai, should call the insurer from the emergency department once the patient is stable.

For patients, the operational point is verification. Ask whether the treating doctor, hospital and imaging centre are licensed for the service being delivered. DHA, DOH Abu Dhabi and MOHAP maintain official registers.
