How Zavis verifies this coverage
Editorial standards, source rules, methodology, and review provenance are public.
Dubai Health Authority (DHA) has added 12 health insurance complaint types to DubaiNow, creating a free route for patients whose claims are rejected.
For Dubai healthcare operators, the takeaway is immediate: denials can now move through a patient-facing channel tied to eClaimLink, so weak claim files are easier to challenge and harder to bury.
What DHA has opened through DubaiNow
Emirates 24|7 reported the DubaiNow route on 18 August 2026. The DHA service page lists the insurance complaint service as free, available on a 24/7 basis, and supported by an application form in eClaimLink.
DHA describes the service as "a unified complaint system" for insured members to submit feedback, complaints, suggestions or compliments about insurance companies.
DubaiNow users select services, health and insurance complaint, then identify whether the complaint is for themselves or another person. The form asks for the insurer name, policy number, complaint description and supporting documents. The dropdown includes refusal to cover treatment, rejected claims and delays in health insurance activation.
- 12 complaint types appear in the DubaiNow insurance complaint dropdown, according to Emirates 24|7.
- 800 342 is the DHA toll-free support number inside the UAE.
- +971 4 599 1200 is the DHA number listed for callers outside the UAE.
- eClaimLink is the application route named on the DHA service page.
What operators should tighten now
The operational risk is documentation. A rejected claim that reaches DHA through DubaiNow can expose gaps in prior authorisation records, coding, policy activation, benefit eligibility or patient communication. A hospital COO should be able to retrieve the submitted claim, payer response, medical necessity notes, policy terms and patient communications within 1 working day.
CFOs should track whether patient disputes are becoming regulator-visible complaints. Dubai's mandatory health insurance market already runs through electronic claims channels. A DHA circular dated 4 December 2012 required Dubai healthcare providers dealing with insurers and TPAs to submit insurance claims electronically from 1 January 2013. DHA said at the time that more than 1,200 providers and 35 payers were registered.
For insurers and TPAs, response discipline is the control point. A denial without a written policy clause, timestamped pre-authorisation trail or clear exclusion rationale can become a regulator-facing service failure. CIOs should test whether claims, approvals and policy activation data sit in one audit trail across the insurer portal, provider billing system and patient service desk.
Regulatory context across the UAE
DHA handles Dubai healthcare insurance complaints, while the Department of Health - Abu Dhabi (DOH) handles health insurance complaints for Abu Dhabi programs such as Thiqa, Basic, Enhanced and Aounak. DOH lists most complaint resolution timelines at 30 to 60 working days, with suspected fraud and abuse cases requiring 36 to 48 months.
Multi-emirate groups should replace generic escalation scripts with emirate-specific routing. Dubai patients need the DHA and DubaiNow path, Abu Dhabi and Al Ain patients need the DOH path, and Northern Emirates patients need the relevant federal route through the Ministry of Health and Prevention (MOHAP) or the applicable insurance complaints process.
The number to watch is the share of rejected claims that become DHA complaints. Providers, insurers and TPAs should start a monthly tracker in September 2026, reported as DHA complaints divided by total denials, with root causes grouped by authorisation, eligibility, coding and exclusions.
