Cigna Healthcare says 74% of UAE adults aged 18 to 24 report that mental health has affected how they work, which means Dubai patients should treat mental health care as a planned healthcare purchase rather than an informal search for a therapist.

The immediate patient question is practical: who is licensed, what will the visit cost, and will insurance pay. In Dubai, the regulator is the Dubai Health Authority (DHA). In Abu Dhabi and Al Ain, it is the Department of Health Abu Dhabi (DOH). In Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah, it is the Ministry of Health and Prevention (MOHAP).

What patients should verify before booking

The reported Cigna findings show a treatment gap as much as a workplace issue: only 6% of UAE respondents aged 18 to 24 said they received counselling or therapy in the past year. For patients, the first filter should be licence status. A psychiatrist is a medical doctor who can prescribe. A psychologist or counsellor may provide therapy, assessment or counselling within the scope shown on the licence.

  • In Dubai, check the clinician or facility on the DHA Dubai Medical Registry.
  • In Abu Dhabi, check facility categories through the DOH public map, which lists adult psychiatry and mental health services.
  • In the northern emirates, use the MOHAP medical professionals directory for licensed professionals.
  • If the provider is in a free zone, ask which regulator issued the clinical licence and confirm the licence is current.

A patient should also ask whether the first appointment is with a psychiatrist, psychologist, clinical psychologist or counsellor. That distinction affects prescription access, referral needs and insurer approval. It also affects price.

What it may cost in Dubai

Private mental health care in Dubai is commonly paid through a mix of insurance, employer benefits and self-pay. Published market guides in the UAE place private psychologist sessions at about AED 400 to AED 1,000 per hour and first psychiatry consultations at about AED 600 to AED 1,500. Zavis lists a Dubai guide range of AED 400 to AED 900 for a psychologist session and AED 600 to AED 1,200 for an initial psychiatrist consultation.

Patients should treat those as booking ranges, not guaranteed tariffs. The reliable number is the clinic quotation plus the insurer’s written pre-approval. Ask the clinic for the consultation code, the clinician’s licence category, the session length and whether medication review is billed separately. Ask the insurer whether mental health sits inside an annual cap, requires a GP referral, or needs pre-authorisation.

For insurance, the useful question is narrow. Do not ask whether mental health is covered in general. Ask whether the named provider is in-network for the exact plan. A Daman, Thiqa or Sukoon card can have different networks, co-payments and exclusions by policy tier. If the answer is verbal, request a claim reference or email before the appointment.

When work stress becomes a healthcare visit

The Cigna data does not diagnose anxiety, depression or burnout. It does point to a group likely to delay care. A patient should book an assessment when sleep disruption, panic symptoms, persistent low mood, loss of function or substance use affects work, study or family life for more than two weeks. Immediate risk of self-harm or harm to others is an emergency and should go to the nearest emergency department or through 998 for ambulance support.

Abu Dhabi has a more explicit specialist standard. DOH’s Standard for Specialized Mental Healthcare Services, effective August 2024, applies to DOH-licensed providers and authorised payers. It sets requirements for specialist mental health services, including crisis intervention, psychotherapy and community mental health services.

For patients in Dubai, the practical next step is to shortlist licensed providers, confirm insurance terms, and book the right clinician type for the problem. The UAE Open Healthcare Directory lists licensed mental health providers in Dubai and links patients to regulator-backed provider checks before they book.
