ADCAN Pharma has signed an agency agreement with Pharma Resources GmbH to support product registration in Germany, giving UAE-made medicines a defined regulatory route into Europe after the announcement at CPHI Milan 2026.

The highest-stakes readers are pharmacy operators, insurer formulary teams and hospital procurement heads. A German registration pathway does not put a medicine on Dubai shelves tomorrow. It signals that UAE manufacturers are preparing for European-grade inspection, documentation and pharmacovigilance standards. For Dubai clinics regulated by the Dubai Health Authority (DHA), Abu Dhabi providers regulated by the Department of Health Abu Dhabi (DOH), and northern emirates providers under the Ministry of Health and Prevention (MOHAP), the operational question is when any ADCAN product is listed, priced and reimbursed in the UAE.

What ADCAN signed in Milan

The Zawya-sourced report, republished by International Business Magazine, says ADCAN signed with Germany-based Pharma Resources to pursue product filing in Germany. The report names Dr Shaikha Al Mazrouei, Research and Studies Advisor at the Emirates Drug Establishment (EDE), Hamdan Aldahmani, Chairman of ADCAN Pharma, Dr Fokion Sinis, ADCAN’s CEO, and Juliana Dodillet, Managing Director of Pharma Resources GmbH.

“This important milestone will pave the way for the EU GMP inspection and certification process by the German authorities.”
Dr Fokion Sinis, Chief Executive Officer, ADCAN Pharma

The report does not name the medicines, therapeutic classes, German filing dates or expected launch timing. That matters. Without product names, UAE providers cannot assess substitution, cold-chain needs, prior authorisation rules or margin impact. Procurement teams should treat this as an export-readiness signal until ADCAN or EDE publishes specific product registrations.

Why UAE clinics and insurers should care

The UAE product regulator is EDE, established on 29 September 2023 as the federal authority for medical and pharmaceutical products. EDE’s marketing authorisation service for a drug or biopharmaceutical product has a stated service completion duration of 45 working days, an application fee of AED 100, and a conventional pharmaceutical product authorisation fee of AED 7,000, according to the EDE service page. Manufacturer registration takes 2 to 4 weeks and carries a AED 10,000 registration fee, according to EDE’s manufacturer registration service.

Those numbers give UAE operators a practical checklist. Before adding any new ADCAN product to a formulary, pharmacy and revenue-cycle teams should verify the EDE registration status, the local marketing authorisation holder, the approved price certificate where applicable, and the payer rule for substitution. Large payers such as Daman, Thiqa and Sukoon will still assess coverage through their own formularies and network contracts.

  • Clinics: check whether the product appears in the EDE registered medical product directory before prescribing or stocking.
  • Insurers: request product-level evidence, approved indication and UAE price documentation before formulary placement.
  • Patients: expect no price change until a named product is registered, supplied and reimbursed in the UAE.
  • Pharmacies: confirm distributor terms, shelf-life, batch release documentation and substitution rules before procurement.

What to watch next

Germany is a useful test because EU GMP certification and German product registration require documentation, inspection readiness and lifecycle controls. The Zawya-sourced report says Pharma Resources will support regulatory expertise and local market knowledge. It does not give a German authority decision date. Operators should avoid building 2027 budgets around unnamed ADCAN products until filing acceptance, inspection status and product identity are public.

For Dubai, the first commercial signal will be EDE registration followed by payer and pharmacy movement inside DHA-regulated provider networks. In Abu Dhabi, DOH-regulated hospitals and pharmacies will need the same EDE product evidence, then reimbursement clarity from Daman and Thiqa where relevant. In Sharjah, Ajman, Ras Al Khaimah, Fujairah and Umm Al Quwain, MOHAP-regulated facilities should use the same sequence: EDE status first, supplier contract second, insurer coverage third.

No defensible AED patient price range can be stated today because ADCAN and Pharma Resources have not named the products. To find the price when products are disclosed, operators should check the EDE registered medical product directory, the product’s approved UAE price certificate, their insurer formulary portal, and a current pharmacy supplier quotation. For licensed pharmacy providers by emirate, use the UAE Open Healthcare Directory, which lists pharmacy providers alongside hospitals, clinics and other healthcare facilities across the UAE.
