The Department of Health Abu Dhabi (DOH) specialised mental-health standard says outpatient psychiatry should be licensed under a specialised clinic subtype with psychiatry added as a specialty, and outpatient psychotherapy-only services may add psychology as a specialty. In Sharjah and the northern emirates, Ministry of Health and Prevention (MOHAP) licensing and the federal mental-health law are the relevant anchors.

The numbers clinics should check

Price remains one barrier between awareness and treatment. Public and private figures vary by licence, payer and network. One DHA public price schedule lists mental-health and psychology consultation fees at AED 404.25. An Emirates Health Services schedule lists a consultant psychiatrist at AED 300, with a 20% addition where a health card is unavailable. Insurers should expect more first-contact demand after public programmes like SPL’s. That variation matters at reception. A patient who attends a library wellbeing session may assume therapy is covered. The clinic needs a payer-specific answer before booking a full assessment. For operators, the lowest-cost fix is a benefits check script that asks the insurer, plan name, network, outpatient mental-health benefit, annual cap, co-pay, pre-authorisation rule and emergency pathway.

What comes next

The SPL programme began in 2022 with meditation sessions and youth workshops, expanded in 2023 around depression and reading for recovery, and added applied sessions such as mindfulness and bibliotherapy in 2025, according to local coverage. In 2026, SPL added outdoor activities such as Steps of the Mountains and programmes for mothers.

The provider opportunity is narrow and practical. Clinics should partner with libraries, universities, employers and community venues only where the pathway is clear: education first, licensed assessment second, emergency escalation when risk is present. DHA, DOH and MOHAP rules still govern clinical claims, patient consent, records and professional scope.
