Medcare Royal Speciality Hospital in Dubai has introduced Moviva gastric mucosal ablation, a non-surgical endoscopic weight-loss procedure promoted as a first for the UAE, according to a 24 August 2026 Biz Today report.

The story matters most to COOs, CFOs and medical directors. Dubai clinics will read it as a service-line signal. Insurers will read it as a pre-authorisation problem. Patients will read it as a possible middle path between bariatric surgery and long-term GLP-1 medication. In Dubai, the relevant regulator is the Dubai Health Authority (DHA). In Abu Dhabi and Al Ain, operators answer to the Department of Health Abu Dhabi (DOH). In Sharjah, Ajman, Ras Al Khaimah, Fujairah and Umm Al Quwain, the regulator is the Ministry of Health and Prevention (MOHAP).

What Medcare is selling

Moviva is the device platform for gastric mucosal ablation, or GMA. The procedure targets the gastric fundus, where ghrelin, a hunger hormone, is produced. Erbe, the German manufacturer, describes Moviva as a hybrid endoscopic instrument that combines needle-free submucosal injection with argon plasma coagulation. Its product page says GMA can be used alone or with endoscopic sleeve gastroplasty (ESG).

The commercial claim is simple: appetite reduction without surgical resection and without chronic medication. The clinical reality is narrower. Mayo Clinic reported on 10 March 2026 that GMA remains an expert-centre procedure and cited early evidence in small cohorts. In one study, 10 adults who had GMA alone recorded a 45% reduction in ghrelin and 7.7% body-weight loss at six months. Mayo also said combined GMA and ESG produced 23.5% total body-weight loss in early work.

Those figures are enough to attract demand. They are not enough for routine reimbursement policy. Larger trials and UAE-specific follow-up will matter before payers treat Moviva like an established bariatric pathway.

Price and coverage questions

No public DHA tariff for Moviva was identified in the Biz Today report. A medical-travel facilitator, MediGence, lists a Moviva-only package at $8,168.82 and Moviva with suturing at $16,337.65. At the dollar peg, that equals about AED 30,000 and AED 60,000. Those are package indications, not a verified hospital cash price.

For CFOs, the immediate work is payer mapping. Daman, Thiqa and Sukoon may each treat endoscopic obesity procedures differently by network, plan tier, medical necessity and coding route. Operators should not assume coverage. A clinic adding Moviva should obtain written answers on:

  • Whether GMA is coded as bariatric endoscopy, obesity treatment or investigational therapy.
  • Whether ESG plus GMA needs separate approvals, separate consent and separate package pricing.
  • Which BMI thresholds, diabetes status or failed weight-loss history trigger medical necessity.
  • What dietitian, endocrinology and psychological assessment documentation is required before approval.

Patients face the same uncertainty. A self-pay patient should request an itemised quotation that separates endoscopy suite, anaesthesia, device consumables, physician fee, nutrition follow-up and complication management. That is the only way to compare an AED 30,000 package with surgery, medication or multidisciplinary obesity care.

Regulatory and clinical limits

DHA already has bariatric service standards. Its public 2023 circular on bariatric services applies to licensed Dubai health facilities. DHA facility licensing for Dubai is handled through Sheryan, and a new facility licence service lists an average processing time of 5 working days. That timeline does not replace service-specific approval, privileging or inspection duties.

DOH Abu Dhabi also treats bariatric care as a quality-measured service. Its JAWDA bariatric surgery guidance requires quarterly reporting of bariatric performance indicators. Northern-emirates providers would need MOHAP licensing alignment before marketing comparable services.

The demand case is strong. The Global Nutrition Report estimates obesity among UAE adults at 44.2% of women and 30.9% of men. MOHAP’s Obesity Study 2023 gives a UAE adult obesity benchmark of 27.8%. That patient pool will pressure clinics to offer options beyond diet clinics, injectables and surgery.

The practical constraint is follow-up. Any Dubai provider marketing Moviva should build a pathway that includes gastroenterology, anaesthesia clearance, dietetics, complication protocols and at least six-month weight tracking. Abu Dhabi and northern-emirates operators should watch whether Medcare publishes UAE outcomes, adverse events and payer acceptance through 2026.
