DHA licence: how to get licensed in Dubai (Sheryan, DataFlow, exam)

Last checked against official sources

To get a DHA licence, create a Sheryan account, check your eligibility against the unified PQR with the free Self-Assessment Tool, have DataFlow verify your documents (15 working days from payment for a new report), pass the licensing exam unless the PQR exempts you, and apply for registration (AED 200 credentialing fee). Registration lasts one year; when a Dubai facility hires you, it activates the registration into a licence, which costs AED 3,000 for one year for physicians and dentists and AED 1,000 for nurses, midwives and allied health. Every fee and pass score on this page is as published by DHA on Sheryan, checked 12 October 2026.

Zavis is not affiliated with Dubai Health Authority. Use the official Sheryan portal to apply.

This page summarises rules DHA publishes, so you can plan. Sheryan and the PQR have the final word, and DHA can change fees, exam formats and pass scores. Zavis never asks for your Sheryan password.

Build your DHA licence checklist

Answer five questions. The steps, documents and fees below update as you go.

1. What will you be licensed as?
2. Where did you get your main qualification?
3. Are you a UAE national, or the child of an Emirati mother?

The PQR exempts both from the licensing exam and from some experience rules.

4. Do you hold a valid licence from another UAE health authority?

Valid now, or expired or cancelled no more than 6 months ago.

5. How long since you last practised clinically?
6. Do you hold an exam pass or licence on the PQR's exam equivalency list for your title?
What the PQR accepts for physician: general practitioner
  • USMLE Step 3 (the PQR calls it Part III).
  • PLAB 1 and 2 (valid), or a GMC-accredited UK medical degree, or valid GMC registration for non-UK graduates whose PLAB passes are older than five years.
  • Both parts of the Australian Medical Council exam, or an AMC-accredited Australian medical degree.
  • Licentiate of the Medical Council of Canada (LMCC).
  • Both parts of PRES, or a medical degree accredited by the Irish Medical Council.
  • NZREX, or a medical degree accredited by the Medical Council of New Zealand.
  • The Emirates Medical Residency Entrance Examination (EMREE).

Full lists: PQR chapter six, Exam Equivalency Criteria (source).

Licensing exam required0 of 17 ticked

What the PQR asks of you

  • A medical degree of at least 5 years of study (not counting internship) and a 1-year internship (PQR 1.1.6, 4.1.4).
  • 2 years of clinical experience after internship (PQR table 5). Experience in cardiology, critical care, emergency, family medicine, general surgery, internal medicine, obstetrics and gynaecology or paediatrics counts (PQR 4.1.6).
  • No proof of internship means 2 extra years of experience (PQR 1.2.1.2).

Your steps, in order

  1. 1.Create your Sheryan account

    Where: Sheryan (DHA single sign-on)

Register through DHA's single sign-on with a DHA username or UAE PASS. Keep the email and mobile number current: DHA turned on multi-factor authentication from 14 April 2026.

Your account gives you a DHA ID (DataFlow also calls it a Professional ID). You need it for DataFlow and for booking a Prometric exam.

    • Sheryan works best in Chrome or Firefox on a laptop or desktop. source
  2. 2.Check your eligibility with the Self-Assessment Tool

    Where: Sheryan: Self Assessment Tool

Answer the questions for the exact title and specialty you want. The result also tells you whether that title is assessed by CBT or by an oral assessment.

If the tool says you are not eligible and you think it is wrong, apply for Review Registration Eligibility with your documents.

    • Self-Assessment Tool: free, instant result. source
    • Review Registration Eligibility (optional): AED 200 credentialing fee plus Knowledge and Innovation fees at checkout, 10 working days. source
  3. 3.Get your documents verified by DataFlow (primary source verification)

    Where: DataFlow portal: dha.dfgateway.com

Register with the same name, email and DHA ID you used on Sheryan, give consent in the Letter of Authorization section, create a new case, pick the package for your profession, upload clear copies of each document and pay.

Track progress with your case number on DataFlow's status page. PSV reports do not expire, but documents updated since (for example longer experience) may need verifying again.

    • A new PSV report takes 15 working days from the payment date. source
    • DataFlow shows its package fee when you pay; neither its DHA page nor Sheryan's service pages publish the amount. source
    • You can run DataFlow and the CBT exam at the same time. source
  4. 4.Book and pass the licensing exam

Where: Mode of Exam per Specialty, then Prometric

Computer-based test (CBT) at Prometric: General Practice.

To book a CBT, DHA's guideline says: check the mode of exam for your specialty, copy your DHA Unique ID from Sheryan, generate an Eligibility ID and schedule the exam with Prometric. All exams are in English.

    • 150 questions, 3 hours, USD 280, pass score 60%. source
    • Three attempts per title across all UAE health authorities (PQR 1.5.4). There is no waiting period between attempts. source
    • You see Pass or Fail only. Prometric results are instant; oral results come within 5 working days. source
  5. 5.Apply for registration (“Get Registered”)

    Where: Sheryan: Get Registered

Submit once your DataFlow result is back and any required CBT is passed. Link the self-assessment result, upload your documents and pay.

If DHA asks for an oral assessment, book it through “Schedule Oral Assessment”; you need your CV. Oral assessments run in Dubai or online, as DHA decides.

When approved, you are registered and listed in the Dubai Medical Registry. You cannot practise yet: that needs a licence, which only an employer can activate.

    • AED 200 credentialing fee plus Knowledge and Innovation fees at checkout; average processing 5 working days. source
    • Oral assessment (only if asked): AED 500 normal or AED 2,000 urgent; scheduling takes about 5 working days. source
    • Registration is valid for one year. source
  6. 6.Get a job offer from a DHA-licensed facility

Only a Dubai facility can turn your registration into a licence, and only for a specialty it is licensed to provide. Visiting professionals need a full-time licence too.

If the year is running out without a job, renew the registration in the 3 months before it expires: AED 200, about 5 working days, with fresh DataFlow checks on new experience, licence and good standing documents.

    • Visiting professionals must obtain a full-time licence. source
    • Renew Professional Registration: AED 200, 5 working days. source
    • An expired registration cannot be renewed; you reapply from the Self-Assessment Tool. source
  7. 7.Your employer activates your licence

Where: Sheryan: Activate Professional License (facility account)

The facility applies and selects your registration; you approve the request in your own Sheryan account; the fee is paid and the eLicense is issued.

Before it can apply: the facility licence must be active, you need valid medical malpractice insurance, non-UAE nationals need a valid labour card, and any fines must be paid.

You can start practising once the licence shows as Active.

    • Licence fee (physicians and dentists): AED 3,000 for 1 year, AED 5,000 for 2 years, AED 7,500 for 3 years. source
    • Processing is instant, or 1 working day if your personal records changed. source
  8. 8.Keep the licence: CPD points and renewal

    Where: Sheryan: Update CPD Points

Log 40 CPD points for each year of licence validity as you earn them. Surplus points do not carry over; a shortfall blocks renewal.

Your facility renews the licence from 90 days before expiry. The new validity runs on from the old expiry date, so renewing early does not shorten the new term.

    • Update CPD Points: free, 1 working day. source
    • Renewal opens 90 days before expiry; a full-time licence expired more than 6 months cannot be renewed. source

Documents to gather

  • Valid passport copy and a recent passport-size photo source
  • Degree certificate(s) for the title you apply for source
  • Internship completion certificate (1 year, after graduation) source
  • Experience certificates covering the experience your title needs source
  • Licence or registration from your home country or country of last employment source
  • Good Standing Certificate from the regulator where you last worked, no older than 6 months when you apply source
  • Legal translations of any document not in Arabic or English (upload the original too) source
  • CV (needed if DHA asks for an oral assessment) source
  • Medical malpractice insurance (your employer arranges this before activation) source

Your answers and ticks live only in this page's address, so you can bookmark or share the checklist. The tool does not send them anywhere. Fees exclude the Knowledge and Innovation fees Sheryan adds at checkout, which it does not publish.

What is Sheryan?

Sheryan is Dubai Health Authority’s online licensing system. Professionals use it to check eligibility, apply for registration, book an oral assessment, see exam results, log CPD points and request a Good Standing Certificate. Facilities use it to activate, renew and cancel the licences of the people they employ. It also hosts the Dubai Medical Registry, the public list of registered professionals and facilities.

Sheryan separates a registration from a licence. A registration confirms you meet the requirements for a title and specialty, and it is valid for one year. A licence lets you practise, and only a DHA-licensed facility that employs you can activate one (Get Registered, Activate Professional License).

The order DHA sets out is: Self-Assessment Tool; DataFlow verification and any computer-based exam, which can run at the same time; Get Registered, plus an oral assessment if DHA asks for one; then licence activation by your employer.

How do I log in to Sheryan?

Go to the official portal at services.dha.gov.ae/sheryan and choose Login. You land on DHA’s single sign-on page, where you sign in with a DHA username and password or with UAE PASS. First-time users choose Register New Account, or Sign up with UAE PASS.

  • DHA enabled multi-factor authentication on its portal from 14 April 2026 and asks users to keep their email address and mobile number up to date to avoid disruption.
  • If a password reset code is refused, Sheryan’s FAQ says to enter your username instead of your email address, because the email may be used on another Sheryan account.
  • DHA recommends a laptop or desktop with Chrome or Firefox; dropdowns can fail on other set-ups.
  • DHA can reject an application, and keep the fee, if you do not respond for more than 3 months.
  • Help: DHA’s contact centre on 800 342, or [email protected].

This page has no login form and never will. Enter your Sheryan credentials only on DHA’s own site, or in UAE PASS.

Am I eligible for a DHA licence?

Dubai applies the Unified Healthcare Professional Qualification Requirements (PQR), shared by the four UAE health regulators: MOHAP, DOH, DHA and SHA. The copy Sheryan links to is the third version (file dated April 2025). Everyone needs an accredited qualification. If you have practised before, you also need a valid licence or registration from your home country or country of last employment, and a Good Standing Certificate no older than 6 months. The title-specific rules for the most common applicants are below; the free Self-Assessment Tool gives a decision on your exact title.

Qualification and experience for common titles, non-UAE graduates (PQR chapters one to four)
TitleQualificationExperience
General practitionerMedical degree of 5+ years, plus 1-year internship2 years of clinical experience after internship
Specialist physicianSpecialty certificate listed in the PQR (Tier 1, 2 or 3)Tier 1 or 2: none if qualified in the last 3 years. Tier 3: 3 years after the main specialty
Consultant physicianSpecialty certificate listed in the PQRTier 1: 2 years. Tier 2: 5 years. Tier 3: cannot reach the title
General dentistBDS, DMD, DDS or equivalent, plus 1-year internship2 years of clinical experience
Registered nurseBachelor’s in nursing, 3+ years full time; valid BLSNone required
PharmacistBSc in Pharmacy or Doctor of Pharmacy2 years after qualifying (not pharma sales)

UAE nationals and children of Emirati mothers, and non-nationals who graduated from a UAE university, need no experience for the GP or General Dentist title if they apply within 3 years of finishing internship (PQR 4.2.1, 9.2.1). If you have been out of clinical practice for 3 years or more, the PQR adds CME/CPD credits and supervised training, and non-UAE nationals generally cannot apply after a gap of more than 5 years (PQR 1.7).

What is DHA DataFlow and how long does it take?

DataFlow Group is DHA’s primary source verification (PSV) provider. It contacts your university, past employers and licensing bodies directly to confirm each document is genuine. You apply on dha.dfgateway.com using the DHA ID from your Sheryan account, give consent in the Letter of Authorization section, choose the package for your profession, upload your documents and pay (DataFlow’s DHA guide).

  • A new report takes 15 working days from the payment date; transferring an existing report takes 5 working days (Sheryan FAQ).
  • A report issued under another UAE authority transfers for AED 300. DHA reports issued after 2017 transfer free.
  • PSV reports do not expire, but a document updated since (for example longer experience) may need verifying again. New documents DHA asks for go into a new case on your DataFlow account.
  • You can run DataFlow and the CBT exam at the same time, but Get Registered needs the DataFlow result first (Get Registered).
  • Track a case with your case number on DataFlow’s status page.

The fee: DataFlow shows its package price when you pay. Neither DataFlow’s DHA page nor Sheryan’s service pages state the amount, and the DHA fees page that the Sheryan FAQ links to did not load when we checked, so we do not quote a figure. Third-party guides give different numbers.

What is the DHA exam and what is the passing score?

Unless the PQR exempts you, you pass one assessment for the title you apply for: a computer-based test (CBT) run by Prometric, or an oral assessment by a DHA panel. Sheryan’s Mode of Exam per Specialty page tells you which applies. The CBT is multiple choice and Prometric runs it in its test centres worldwide. DHA’s CBT guideline (updated September 2026) publishes the pass score for every title:

  • Results are Pass or Fail only; DHA does not share your score. Prometric results are instant; oral results are published within 5 working days (Sheryan FAQ).
  • Specialties the CBT guideline does not list, including certain consultant titles, are assessed orally: 30 to 45 minutes for physicians and dentists, 20 to 30 minutes for others, in Dubai or online. Oral fees are AED 500 (physicians and dentists) or AED 250 (others), or AED 2,000 for an urgent slot (Schedule Oral Assessment).
  • You get three attempts per title across all UAE health authorities, with no waiting period between them. All exams are in English, and no translator may attend an oral (PQR 1.5).
  • To book a CBT, copy your DHA Unique ID from Sheryan, generate an Eligibility ID, then schedule with Prometric.
  • You can appeal a result by writing to [email protected] within one month.

Who is exempt from the DHA exam?

The PQR exempts these groups from the licensing exam. The exemption covers the exam only; eligibility, experience and DataFlow still apply.

  • UAE nationals and children of Emirati mothers (PQR 1.5.1).
  • Holders of a valid licence from another UAE health authority applying for the same title (PQR section 3, licence recognition).
  • General practitioners with USMLE Step 3, PLAB 1 and 2, AMC, LMCC, PRES, NZREX or EMREE, or a medical degree accredited in Australia, Ireland, New Zealand or the UK (PQR 21.8).
  • Specialists and consultants with a recognised Tier 1 specialty certificate from one of 22 listed countries or boards: Australia, Austria, Belgium, Canada, Denmark, Emirati Board, Finland, France, Germany, Iceland, Ireland, Luxembourg, Netherlands, New Zealand, Norway, Singapore, South Africa, South Korea, Sweden, Switzerland, UK, USA; or a Tier 2 certificate plus a sub-specialty and more than 10 years in the specialty, including 2 in a senior teaching-hospital post (PQR 21.6, 21.7).
  • General dentists who passed the Australian Dental Council, NDEB Canada, Irish Dental Council, NZDREX, UK ORE, US National Board Dental or EDEE exams, or who registered after an accredited degree in Australia, Ireland, New Zealand or the UK; dental specialists with a listed fellowship, board or specialist register entry (PQR 21.9 to 21.11).
  • Nurses, pharmacists and most allied health titles with a valid licence and Good Standing Certificate from Australia, Austria, Belgium, Canada, Denmark, Finland, France, Germany, Iceland, Ireland, Luxembourg, Netherlands, New Zealand, Norway, Singapore, South Africa, Sweden, Switzerland, UK, USA, if the qualification is from the last 3 years or there is no gap since the last job. NCLEX also counts for nurses, and EPREE for pharmacists (PQR 21.12 to 21.23).

Two limits: an equivalency exam must still be valid (5 years from issue if it states no validity), and exemptions stop applying after a gap in practice of more than 3 years, except for UAE nationals (PQR 21.3, 21.4). The checklist above shows the full list for your title.

What happens after I am registered?

You are listed in the Dubai Medical Registry and can be hired. Your registration is valid for one year. When a facility hires you, it applies for “Activate Professional License” in its own Sheryan account and selects your registration; you approve the request in yours; the fee is paid and the eLicense is issued, instantly or within 1 working day if your personal records changed.

Before the facility can apply, the service page lists:

  • an active facility licence that covers your specialty;
  • valid medical malpractice insurance covering you;
  • a valid labour card, for non-UAE nationals;
  • no unpaid fines.

Do not practise until the licence shows as Active. If the facility’s own licence is inactive, every professional there shows as “Inactive - Awaiting Facility Licence” until it is restored. Visiting professionals need a full-time licence too. If the year runs out before you find a job, renew the registration in the 3 months before it expires (AED 200); an expired registration means starting again from the Self-Assessment Tool. How do I get a Good Standing Certificate?

For your DHA application

Ask the regulator in the country where you last worked. The PQR wants it no older than 6 months on the day you apply, covering the experience your title needs; where a country has no regulator, an official letter from your last employer may be accepted (PQR 1.3.3). If you are reapplying for the same position with no new experience outside Dubai, the Sheryan FAQ says you do not need one.

From DHA, when you leave Dubai or apply elsewhere

  • Apply on Sheryan for “Request Good Standing Certificate/License Details Verification”: AED 500, 1 working day (5 working days for a licence details verification) (service page).
  • Pay any outstanding fines first. Download the certificate from My Applications, Closed Applications tab.
  • It shows an issue date but no expiry; the receiving authority decides whether to accept it. Facility names are not shown.
  • If you were revoked, suspended, under investigation or received another decision in the past two years, DHA issues a Certificate of Current Status instead.
  • The PQR says an authority will not issue one until you have 3 months of clinical experience from the date your licence was issued (PQR 1.3.6).

How do I renew a DHA licence?

Your facility renews it through “Renew Professional License” from 90 days before expiry. It needs valid malpractice insurance, your CPD target met, and no unpaid fines. Renewal costs the same as activation (AED 3,000, AED 5,000 or AED 7,500 for 1, 2 or 3 years for physicians and dentists; AED 1,000, AED 1,500 or AED 2,500 for nurses, midwives, allied health and TCAM), and the new term runs on from the old expiry date (service page).

CPD points needed per year of licence validity (Update CPD Points service)
Licence category1 year2 years3 years
Physicians and dentists4080120
Nurses and all pharmacists204060
Allied health and TCAM102030

Log points through Update CPD Points (free, 1 working day). Surplus points do not carry over, and a shortfall blocks renewal. A full-time licence can still be renewed up to 6 months after expiry, with penalties; after that the facility must cancel it, pay the penalties and activate it again. Physicians and dentists in surgical specialties also submit a logbook every 2 years (PQR 2.1). For penalties and how clinics plan renewals, read our guide to DHA licence renewal and CME.

I hold a DOH or MOHAP licence. Do I sit the DHA exam again?

Usually not, for the same title. The PQR’s licence recognition rules (section 3) exempt you from the exam if you hold a valid licence from any UAE health authority, present a valid Good Standing Certificate and a full PSV report, and have not used up your exam attempts for that title. An expired or cancelled licence must be no more than 6 months past expiry when you apply. You keep the same title; a higher or lower one means meeting the PQR for it.

You still go through Sheryan: self-assessment, a DataFlow report transfer (AED 300, about 5 working days), Get Registered, and activation by a Dubai employer. A suspension or revocation by one authority applies in all of them (PQR 3.4).

MOHAP has announced a national platform for registering and licensing healthcare professionals across MOHAP, DOH, DHA and SHA, which it expected to go live in the second quarter of 2026 (Gulf News, August 2025). When we checked on 12 October 2026, the Sheryan service pages still described the Dubai process set out here.

Frequently asked questions

How long does it take to get a DHA licence?

DHA does not publish an end-to-end time. The published service times are: DataFlow 15 working days from payment for a new verification report, Get Registered about 5 working days, an oral assessment (only if DHA asks) about 5 working days to schedule and up to 5 working days for the result, and licence activation instant once your employer applies. Your exam date, how fast your university and past employers answer DataFlow, and your job search set the real pace. Figures as published on Sheryan, checked 12 October 2026.

What is the DHA exam passing score?

DHA's CBT guideline (updated September 2026) sets 60% for General Practice and General Dentist, 50% for Registered Nurse and Registered Midwife, 60% for Pharmacist, 55% to 70% for specialist physician titles, and 70% for the consultant titles tested by CBT. You are told Pass or Fail only, never your score, and DHA says it can change pass scores without updating the guideline.

How much does the DHA exam cost?

The Prometric CBT costs USD 280 for physician and dentist titles, USD 240 for nursing and most allied health titles, and USD 180 for some shorter allied and TCAM exams. If DHA asks for an oral assessment instead, it costs AED 500 for physicians and dentists or AED 250 for other professions, or AED 2,000 for an urgent slot.

How many times can I take the DHA exam?

Three attempts per title, counted across all UAE health authorities (PQR 1.5.4), with no waiting period between attempts. After three fails the PQR says you may be granted one final attempt, normally with a different authority, and you can start three new attempts after a new recognised qualification or two more years of clinical experience (PQR 1.5.5, 1.5.8). Sheryan's FAQ is stricter: it says you need a new qualification and a higher title to apply again, so ask DHA before counting on a fourth attempt.

How do I log in to Sheryan?

Go to the official portal at services.dha.gov.ae/sheryan and choose Login. Sheryan uses DHA's single sign-on: sign in with your DHA username and password, or with UAE PASS. DHA enabled multi-factor authentication from 14 April 2026, so keep your email and mobile number current. If a password reset code is refused, enter your username instead of your email address.

Can I work in Dubai once I am registered with DHA?

No. A DHA registration (sometimes called an eligibility letter) proves you meet the requirements for a title. You can only practise after a DHA-licensed facility that employs you activates it into a licence and the licence shows as Active. The registration is valid for one year.

Do I need a job offer before I apply for a DHA licence?

Not for the first stages. You can do the Self-Assessment Tool, DataFlow verification, the exam and Get Registered on your own. Only the last step, licence activation, needs an employer, because the facility applies for it.

Does a DOH or MOHAP licence exempt me from the DHA exam?

Usually, for the same title. Under the PQR's licence recognition rules you need a valid licence from any UAE health authority (or one expired or cancelled no more than 6 months), a valid Good Standing Certificate and a full DataFlow report, and you must not have used up your exam attempts for that title. You still need a DHA registration and a Dubai employer to activate your licence.
