For patients in Dubai, the usable lesson from Capt Smit Machchhar's 30 September 2026 hospital transfer is simple: in an emergency, go to the nearest licensed emergency department first, then sort network approval, transfer records and complaints through the correct regulator.

Start with stabilisation, then paperwork

Dubai Health Authority (DHA) regulates Dubai healthcare facilities. Dubai's Law No. 11 of 2013 defines an emergency case as one requiring immediate medical intervention to save a life or remove a threat to life. DHA's Administrative Resolution No. 78 of 2022 says a provider must give covered emergency services until the patient's condition stabilises, even when the provider is outside the insurer's contracted network.

Patients should ask for four documents before leaving an emergency department or accepting a transfer: the emergency diagnosis, the treating doctor's stabilisation note, the transfer or discharge summary, and an itemised bill. These records matter if an insurer later treats the case as routine care. DHA's Dubai Health Insurance Corporation considers complaints about covered health services, insurers, claim administrators and brokers.

If the patient is uninsured because an employer or sponsor failed to enrol an eligible person, DHA's 2025 emergency coverage guidance says the employer or sponsor is liable for the entire cost of emergency medical intervention. Patients should keep visa, Emirates ID, employment and insurance-card evidence in the same claim file.

Know which regulator owns the case

The complaint route changes by emirate. A Dubai hospital case is a DHA matter. An Abu Dhabi or Al Ain hospital case sits with the Department of Health Abu Dhabi (DOH). A private facility complaint in Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah or Fujairah goes to the Ministry of Health and Prevention (MOHAP).

  • Dubai: use DHA and Dubai Health Insurance Corporation channels for provider and insurance complaints.
  • Abu Dhabi and Al Ain: DOH says patients can request an investigation into a medical error against any licensed Abu Dhabi healthcare provider.
  • Abu Dhabi insurance: DOH lists AED 100 for complaints or appeals by a patient or sponsor, and AED 2,000 for employers, providers, insurers, brokers or third-party administrators.
  • Northern emirates: MOHAP's service guide says a complainant should be an adult aged 21 years or a guardian, family member or person with power of attorney.

DOH also stated on 11 December 2019 that Abu Dhabi healthcare facilities must provide emergency treatment regardless of insurance status or validity. That matters for patients sent to the nearest emergency unit after trauma, stroke symptoms, chest pain or severe abdominal pain.

Transfers can change the bill

A transfer is a clinical decision and a billing event. Once the patient is stable, ask who authorised the transfer, whether the receiving facility is in network, which consultant accepted the case and whether the bed category matches the policy. This is practical for Dubai residents insured through employers, for Abu Dhabi residents using Daman or Thiqa arrangements, and for private policyholders whose card lists a network or prior-authorisation rule.

Do not assume overseas emergency cover follows the same rule as UAE emergency cover. If care starts outside the UAE and continues in Dubai or Abu Dhabi, the patient or family should ask the insurer for written confirmation of repatriation, air ambulance, escort and receiving-hospital cover. Where the insurer will not give a number immediately, ask the hospital for a written estimate once the emergency phase ends.

For follow-up care, patients should verify that the hospital, clinic and doctor are licensed before booking. DHA's Dubai Medical Registry covers Dubai. DOH provides Abu Dhabi facility information. MOHAP handles licensed private facilities under its remit in the northern emirates.
