Department of Health – Abu Dhabi (DoH) designated SEHA Sheikh Tahnoon Bin Mohammed Medical City (STMC) in Al Ain as a Centre of Excellence for stroke on 9 October 2026, creating a third recognised stroke CoE in Abu Dhabi and a new referral route for complex cases outside the capital city.
The decision matters first to COOs, emergency physicians and payers. Dubai providers regulated by the Dubai Health Authority (DHA) still follow Dubai pathways, but cross-emirate operators now have another Abu Dhabi destination to consider for complex stroke transfers, second opinions and insured care authorisations. Abu Dhabi hospitals and clinics licensed by DoH face the clearest operational issue: patients who need endovascular or neurosurgical intervention should be routed to an appropriate CoE after stabilisation.
What DoH approved
DoH said STMC, part of PureHealth and a SEHA subsidiary, will provide comprehensive stroke management in Al Ain. The listed capabilities include vascular surgery, neurosurgical interventions, advanced clot-dissolving therapies, acute stroke care, integrated rehabilitation and tele-stroke consultations. DoH also said STMC uses AI-enhanced CT perfusion, CT angiography and MRI stroke protocols for emergency diagnosis.

The two earlier Abu Dhabi stroke CoEs are Cleveland Clinic Abu Dhabi and Sheikh Shakhbout Medical City. DoH named both in a 2024 circular covering stroke CoE referral arrangements. That circular said primary stroke centres continue to provide IV-tPA thrombolysis and manage patients until discharge, while patients needing surgical intervention should be transferred to the nearest CoE. Stroke-ready centres provide IV-tPA in the emergency department, then transfer the case to the nearest CoE once the patient is stable.
What operators should change
For Abu Dhabi and Al Ain operators, STMC changes referral geography. A facility in Al Ain no longer has to treat Abu Dhabi city as the default destination for every complex stroke case. The working question for COOs is whether emergency department triage protocols, ambulance escalation scripts and payer pre-authorisation contacts now list STMC alongside Cleveland Clinic Abu Dhabi and Sheikh Shakhbout Medical City.
- Clinics: update stroke referral protocols and patient-facing escalation instructions for suspected stroke symptoms.
- Hospitals: check whether primary stroke centre or stroke-ready centre status matches current transfer workflows.
- Insurers: review network rules for CoE referral, emergency admission, rehabilitation and neurosurgical intervention.
- Patients: ask the treating physician whether a DoH-recognised stroke CoE referral is clinically indicated.
For insurers, the commercial effect depends on plan design and eligibility. DoH’s 2024 circular said government-funded programmes would cover endovascular surgery or neurosurgical intervention for specified stroke codes at Cleveland Clinic Abu Dhabi and Sheikh Shakhbout Medical City only at that time. The new STMC designation means payers should check the latest DoH circulars, Shafafiya notices and provider contracts before approving or denying CoE claims. A patient should not infer coverage from the CoE label alone.
What this means outside Abu Dhabi
Dubai remains a DHA market, and northern emirate providers remain under the Ministry of Health and Prevention (MOHAP) where MOHAP licensing applies. The Abu Dhabi designation does not create a UAE-wide stroke network. It does, however, give Dubai and northern emirate clinicians another named Abu Dhabi destination when a patient, insurer or family requests care in a DoH-recognised centre.
Price transparency is still limited for emergency stroke care because the bill depends on imaging, ICU use, thrombolysis, thrombectomy, neurosurgery, length of stay, rehabilitation and insurance terms. Operators should use three sources before quoting a patient: the insurer’s schedule of benefits, the hospital’s patient financial counselling team and the relevant regulator’s tariff or claims rules. For Abu Dhabi claims, DoH’s Shafafiya resources are the starting point. For Dubai, check DHA insurance and coding guidance. For MOHAP-licensed northern emirate facilities, verify the payer contract and MOHAP licensing status.
The strategic signal is clearer than the price signal. DoH is concentrating complex stroke capability in named centres that can show outcomes, safety, workforce competency, education and research. STMC gives Al Ain a place in that model.
