The short answer
Blood enters a blister when tiny vessels beneath the surface are damaged. A single lesion after obvious rubbing is different from crops of blisters accompanied by pain, itch, fever or a spreading rash.
Clues in the pattern
Location and distribution help narrow the possibilities. A blister beneath a tight strap or after lifting may reflect mechanical injury. Itchy areas where a product, plant or metal touched the arm can fit an inflammatory reaction. Painful grouped blisters on one side, widespread lesions, or blisters after sun or heat exposure need different consideration.
Scratching a clear blister can add blood, so the dark colour does not necessarily identify the original process. Flat purple marks are not blisters, and firm bleeding bumps may be another type of lesion. Photographs and an examination can clarify what the surface contains.
What you can do now
Stop the rubbing or heat exposure, remove tight items and gently wash the arm. Keep intact blisters covered with a non-stick dressing where sleeves may catch them. Do not pop, peel or scratch them, and avoid applying an unfamiliar cream to a broad blistering rash.
If a blister opens, preserve the attached roof, rinse the area and use a fresh dressing. Note new soaps, plants, medicines, recent illness and whether anyone nearby has a similar rash. Keep separate towels if an infectious eruption is possible until you receive advice.
When to get help
Seek urgent help for blistering with trouble breathing, facial or mouth swelling, eye or mouth sores, extensive peeling, severe weakness or a rapidly spreading rash. Prompt assessment is also appropriate for fever, increasing pain, pus, warmth, red streaks, numbness or a significant burn. Arrange a routine visit when blisters recur, arise without injury or occur alongside unexplained bruising or bleeding.

Yes. Rubbing or scratching an existing blistering rash can damage small vessels and mix blood with blister fluid. The underlying rash still needs identification.
