Can bed bugs cause itchy skin?
The marks may appear after sleeping and can occur on exposed areas such as the arms, legs, face, neck, or shoulders. Some people develop obvious irritation, while others show little or no skin reaction. The appearance of the skin does not confirm that bed bugs are present.
What the itching may mean

How to calm and protect the skin
Wash affected skin gently, apply a cool compress, and avoid picking or vigorous rubbing. Keep fingernails short if scratching during sleep is a problem. A pharmacist or clinician can advise whether an anti-itch medicine is suitable, especially for a child, during pregnancy, or when other medicines are being taken.
Address the suspected source separately. Inspect sleeping furniture and contact a qualified pest-control service if evidence is found. Repeated exposure can continue until the infestation is managed; applying insecticides, repellents, or household chemicals directly to the skin can cause additional irritation.
When to seek medical care
Seek emergency help for trouble breathing, faintness, or swelling of the lips, tongue, or throat. Arrange prompt assessment if redness is spreading, the skin becomes increasingly painful or hot, pus appears, fever develops, or scratching has produced open sores.
A clinician should also review severe itching, symptoms that disturb sleep, a widespread reaction, or marks that persist despite avoiding further exposure. Examination can help distinguish bites from conditions such as scabies or dermatitis and guide treatment that fits the actual cause.
